La implementación de sanciones políticas para coadyuvar el pago de las multas impuestas por el Jurado Nacional de Elecciones a las organizaciones políticas
La presente investigación, tiene como objetivo principal determinar acciones que
hagan efectivas la cobranza de las multas impuestas por el Jurado Nacional de
Elecciones a las organizaciones políticas inscritas en el Registro de
Organizaciones Políticas, objetivo orientado al fortalecimiento y continuidad de
nuestras Organizaciones Políticas tan pasajeras.
Por ello, se verificó la legislación comparada y se pudo verificar la importancia
que ha tomado la reforma electoral en los últimos procesos electorales dentro de
América Latina creando un modelo adecuado para la vida democrática en cada
País.
Entrando al plano nacional, se verifica la manifestación de destacados juristas y
analistas políticos de la poca importancia que se ha tomado la regulación de la
efectividad de sanciones pecuniarias impuestas por el Jurado Nacional de
Elecciones a las Organizaciones Políticas. Es así que analizando los expedientes
administrativos y judiciales en las que ponen a cobro las sanciones pecuniarias, se
tienen que éstas aún no se han podido cobrar puesto que en la mayoría de casos,
los partidos políticos no tienen patrimonio propio para hacer efectivo los cobros,
producto de la poca importancia se toman los actores políticos para la
institucionalización de estas.
Las conclusiones a las que se ha podido llegar es que la ausencia de sanciones de
corte no pecuniario dentro de la Ley de Organizaciones Políticas, han permitido
la impunidad sobre las multas pecuniarias; impunidad que es parte de nuestra falta
de compromiso con la institucionalidad de las Organizaciones Políticas. De allí
que nuestra recomendación para la implementación de sanciones de no
pecuniarias para hacer efectivo el cobro de las multas dentro en la legislación
electoral.In the present investigation, it has as main objective to determine sanctions that make
effective the collection of the fines imposed by the National Jury of Elections to the political
organizations registered in the Register of Political Organizations, oriented to the
strengthening and continuity of the Policies Political Organizations and Passengers .
For this reason, the comparative legislation was verified and it was possible to verify the
importance that the electoral reform has taken in the last electoral processes within Latin
America, creating a suitable model for the democratic life in each country.

Complementing the European earth observation and geographic information body of knowledge with a business‐oriented perspective
A body of knowledge (BoK) is an inventory of knowledge or concepts of a domain that serves as a reference vocabulary for various purposes, such as the development of curricula, the preparation of job descriptions, and the description of occupational profiles. To fulfill its purpose, a BoK needs to be up‐to‐date and ideally widely accepted by academia as well as the private and public sectors. This article presents the initiative taken in the Earth observation and geographic information (EO*GI) domain to provide a current, comprehensive education‐ and business‐oriented EO*GI BoK called EO4GEO BoK. In particular, an approach to strengthen the business‐oriented perspective in the EO4GEO BoK is presented. This approach is based on the analysis of professional tasks and the mapping of these tasks to concepts and skills contained in the BoK. A critical reflection of the proposed approach that is based on the experiences gained during a workshop complements this article
AzTEC millimeter survey of the COSMOS field - III. Source catalog over 0.72 sq. deg. and plausible boosting by large-scale structure
We present a 0.72 sq. deg. contiguous 1.1mm survey in the central area of the
COSMOS field carried out to a 1sigma ~ 1.26 mJy/beam depth with the AzTEC
camera mounted on the 10m Atacama Submillimeter Telescope Experiment (ASTE). We
have uncovered 189 candidate sources at a signal-to-noise ratio S/N >= 3.5, out
of which 129, with S/N >= 4, can be considered to have little chance of being
spurious (< 2 per cent). We present the number counts derived with this survey,
which show a significant excess of sources when compared to the number counts
derived from the ~0.5 sq. deg. area sampled at similar depths in the Scuba HAlf
Degree Extragalactic Survey (SHADES, Austermann et al. 2010). They are,
however, consistent with those derived from fields that were considered too
small to characterize the overall blank-field population. We identify
differences to be more significant in the S > 5 mJy regime, and demonstrate
that these excesses in number counts are related to the areas where galaxies at
redshifts z < 1.1 are more densely clustered. The positions of optical-IR
galaxies in the redshift interval 0.6 < z < 0.75 are the ones that show the
strongest correlation with the positions of the 1.1mm bright population (S > 5
mJy), a result which does not depend exclusively on the presence of rich
clusters within the survey sampled area. The most likely explanation for the
observed excess in number counts at 1.1mm is galaxy-galaxy and galaxy-group
lensing at moderate amplification levels, that increases in amplitude as one
samples larger and larger flux densities. This effect should also be detectable

Deep 1.1 mm-wavelength imaging of the GOODS-S field by AzTEC/ASTE - I. Source catalogue and number counts
[Abridged] We present the first results from a 1.1 mm confusion-limited map
of the GOODS-S field taken with AzTEC on the ASTE telescope. We imaged a 270
sq. arcmin field to a 1\sigma depth of 0.48 - 0.73 mJy/beam, making this one of
the deepest blank-field surveys at mm-wavelengths ever achieved. Although our
GOODS-S map is extremely confused, we demonstrate that our source
identification and number counts analyses are robust, and the techniques
discussed in this paper are relevant for other deeply confused surveys. We find
a total of 41 dusty starburst galaxies with S/N >= 3.5 within this uniformly
covered region, where only two are expected to be false detections. We derive
the 1.1mm number counts from this field using both a "P(d)" analysis and a
semi-Bayesian technique, and find that both methods give consistent results.
Our data are well-fit by a Schechter function model with (S', N(3mJy), \alpha)
= (1.30+0.19 mJy, 160+27 (mJy/deg^2)^(-1), -2.0). Given the depth of this
survey, we put the first tight constraints on the 1.1 mm number counts at
S(1.1mm) = 0.5 mJy, and we find evidence that the faint-end of the number
counts at S(850\mu m) < 2.0 mJy from various SCUBA surveys towards lensing
clusters are biased high. In contrast to the 870 \mu m survey of this field
with the LABOCA camera, we find no apparent under-density of sources compared
to previous surveys at 1.1 mm. Additionally, we find a significant number of
SMGs not identified in the LABOCA catalogue. We find that in contrast to
observations at wavelengths < 500 \mu m, MIPS 24 \mu m sources do not resolve
the total energy density in the cosmic infrared background at 1.1 mm,
demonstrating that a population of z > 3 dust-obscured galaxies that are
unaccounted for at these shorter wavelengths potentially contribute to a large
fraction (~2/3) of the infrared background at 1.1 mm.Comment: 21 pages, 9 figures. Accepted to MNRAS
Management Implications of the Biodiversity and Socio-Economic Impacts of Shrimp Trawler By-Catch in Bahía de Kino, Sonora, México
The shrimp fishery is the most economically important fishery in Mexico. The trawler-based portion of this fishery results in high rates of by-catch. This study quantifies and describes the biodiversity of by-catch associated with trawling in the Bahía de Kino region of Sonora, Mexico. Data were collected from 55 trawls, on six boats, over 14 nights, during November of 2003, 2004, 2006–2009. By-catch rates within trawl samples averaged 85.9% measured by weight. A total of 183 by-catch species were identified during the course of this study, including 97 species of bony fish from 43 families, 19 species of elasmobranchs from 12 families, 66 species of invertebrates from eight phyla, and one species of marine turtle; seven of the documented by-catch species are listed on the IUCN Red List, CITES, or the Mexican NOM-059-ECOL-2010; 35 species documented in the by-catch are also targeted by local artisanal fishers. Some of the species frequently captured as juveniles in the by-catch are economically important to small-scale fishers in the region, and are particularly sensitive to overexploitation due to their life histories. This study highlights the need for further research quantifying the impacts of high levels of by-catch upon small-scale fishing economies in the region and presents strong ecological and economic rationale for by-catch management within the shrimp fishery of the Gulf of California. Site-specific by-catch management plans should be piloted in the Bahía de Kino region to address the growing momentum in national and international fisheries policy regimes toward the reduction of by-catch in shrimp fisheries
Genes That Influence Swarming Motility and Biofilm Formation in Variovorax paradoxus EPS
Variovorax paradoxus is an aerobic soil bacterium associated with important biodegradative processes in nature. We use V. paradoxus EPS to study multicellular behaviors on surfaces.We recovered flanking sequence from 123 clones in a Tn5 mutant library, with insertions in 29 different genes, selected based on observed surface behavior phenotypes. We identified three genes, Varpa_4665, Varpa_4680, and Varpa_5900, for further examination. These genes were cloned into pBBR1MCS2 and used to complement the insertion mutants. We also analyzed expression of Varpa_4680 and Varpa_5900 under different growth conditions by qPCR.The 29 genes we identified had diverse predicted functions, many in exopolysaccharide synthesis. Varpa_4680, the most commonly recovered insertion site, encodes a putative N-acetyl-L-fucosamine transferase similar to WbuB. Expression of this gene in trans complemented the mutant fully. Several unique insertions were identified in Varpa_5900, which is one of three predicted pilY1 homologs in the EPS genome. No insertions in the two other putative pilY1 homologs present in the genome were identified. Expression of Varpa_5900 altered the structure of the wild type swarm, as did disruption of the chromosomal gene. The swarming phenotype was complemented by expression of Varpa_5900 from a plasmid, but biofilm formation was not restored. Both Varpa_4680 and Varpa_5900 transcripts were downregulated in biofilms and upregulated during swarming when compared to log phase culture. We identified a putative two component system (Varpa_4664-4665) encoding a response regulator (shkR) and a sensor histidine kinase (shkS), respectively. Biofilm formation increased and swarming was strongly delayed in the Varpa_4665 (shkS) mutant. Complementation of shkS restored the biofilm phenotype but swarming was still delayed. Expression of shkR in trans suppressed biofilm formation in either genetic background, and partially restored swarming in the mutant.The data presented here point to complex regulation of these surface behaviors
A through-life costing methodology for use in product-service-systems
Availability-based contracts which provide customers with the use of assets such as machines, ships, aircraft platforms or subsystems like engines and avionics are increasingly offered as an alternative to the purchase of an asset and separate support contracts. The cost of servicing a durable product can be addressed by Through-life Costing (TLC). Providers of advanced services are now concerned with the cost of delivering outcomes that meet customer requirements using combinations of assets and activities via a Product Service System (PSS). This paper addresses the question: To what extent are the current approaches to TLC methodologically appropriate for costing the provision of advanced services, particularly availability, through a PSS? A novel methodology for TLC is outlined addressing the challenges of PSS cost assessment with regard to 'what?' (cost object), 'why/to what extent?' (scope and boundaries), and 'how?' (computations). The research provides clarity for those seeking to cost availability in a performance-orientated contractual setting and provides insight to the measures that may be associated with it. In particular, a reductionist approach that focuses on one cost object at a time is not appropriate for a PSS. Costing an advanced service delivered through a PSS is a problem of attributing the value of means to the economic activities carried out for specific ends to be achieved. Cost results from the interplay between monetary and non-monetary metrics, and uncertainties thereof. Whilst seeking to ensure generality of the findings, the application of TLC examined here is limited to a military aircraft platform and subsystems. © 2014 Elsevier B.V. All rights reserved
